FIFA Banned Chelsea From Signing New Players for Next Two Transfer Windows

FIFA forbids Chelsea to move in the next two transfer markets after the world ‘s highest football body ensures the Blues commit violations related to the use of young players.

FIFA’s sentence was decided on Friday (22/2) after going through a lengthy investigation including on how Chelsea registered players in their academy. There were 29 violations committed by the London club related to transfers of players under 18 years old.

One of the highlights was the purchase of Bertrand Traore in 2013, when the player was 16 years old.

“The FIFA Disciplinary Committee has sanctioned English clubs Chelsea and the Football Association (FA) for violations related to international transfers and registration of players under the age of 18,” said a statement on the official FIFA website.

“Protection of minors is a key element in the overall FIFA framework related to player transfers and effective and very important enforcement of the rules, as also confirmed by Court of Arbitration for Sport [CAS] on various occasions,” the statement continued.

Violation of recruitment of young players makes Chelsea unable to make transfers in the coming season, both at the beginning of the season and the middle of the season. While Chelsea are still allowed to release players.

FIFA says all penalties against Chelsea do not apply to women’s soccer teams and futsal teams.

One club owner of the Champions League title from England also received a fine of more than £ 460 thousand. In addition, the English Football Federation (FA) is also subject to a fine of £ 390 thousand.

The FA is also given six months to overcome the situation regarding international transfers and the leveling of minors in football.

Chelsea can submit a reconsideration of the ruling through the FIFA Appeals Committee. In addition FIFA also gave a 90-day opportunity for Chelsea to change the status of the players that the Blues had illegally brought.

However, FIFA gave 3 days for Chelsea to take a stand against the ruling. The Blues are also rumored to be soon to appeal against the decision.

Regulations for players under the age of 18 are in Article 19 of the rules for transferring players. Players under 18 are protected by strict conditions to be able to play at a club that is not their home country.

There are 3 conditions that must be met before players under the age of 18 can move clubs abroad. First, the players’ parents must emigrate not for football reasons. Second, only players aged 16-18 years and live the furthest 100km from his new club. Third, the two clubs that agree must be in the European region.

Chelsea are not the only club sanctioned by FIFA for violating the rules. Earlier 2014, Barcelona was also sentenced to a transfer ban which was later postponed 6 months due to an appeal and was finally canceled.

two clubs from the city of Madrid, Real Madrid and Atletico Madrid have also received similar penalties.
